Duties of issuing authority with regard to authorised officers in its employ and authorised officers who are members of the service as defined in section 1 of the South African Police Service Act, 1995 (Act No. 68 of 1995), and the AARTO 01 and AARTO 32 notices issued by such officers |
| (1) | Subject to subregulation (2), an issuing authority must, for the purpose of section 17(1) of the Act, ensure that all authorised officers within its area of jurisdiction are registered on the National Traffic Information System as authorised officers and ensure that every officer has an infrastructure number. |
| (2) | Every authorised officer who is a member of the service as defined in section 1 of the South African Police Service Act, 1995(Act No. 68 of 1995), and who is employed at a police station within the area of jurisdiction of an issuing authority, must be identified by the issuing authority in conjunction with the South African Police Service, to allow such officer to be registered in terms of subregulation (1). |
| (3) | An issuing authority is responsible to ensure that all authorised officers contemplated in subregulation (2) have been informed on the procedures for the issuing of infringement notices on form AARTO 01 and recording of offences on form AARTO 32 and the procedures in the Act. |
| (4) | An issuing authority must ensure that authorised officers contemplated in subregulation (2) are provided with form AARTO 01 notice books and form AARTO 32 books. |
| (5) | An issuing authority must— |
| (a) | keep a record of the AARTO 01 notice books and form AARTO 32 books issued to every authorised officer contemplated in subregulation (2); |
| (b) | collect the AARTO 01 notice books issued to authorised officers contemplated in subregulation (2) on a pre-determined schedule from the relevant police stations in its area; |
| (c) | capture and process every infringement notice on form AARTO 01 and offence on form AARTO 32 that was issued by an authorised officer as contemplated in subregulation (2), in the manner contemplated in regulations 29 and 30 on the National Road Traffic Offences Register; and |
| (d) | reconcile the record of AARTO 01 notices and form AARTO 32 offence records issued to a police station at the end of each calendar month and must ensure that all issued and non-issued AARTO 01 notices are accounted for, and all form AARTO 32 offence records are recorded. |
