(1) The scheme pertains to Foot-and-Mouth Disease, a highly contagious viral illness in animals that causes fever, blisters in the mouth and the hooves, leading to morbidity, mortality in some cases, and a significant economic impact.

 

(2) Cloven-hoofed animals are susceptible to Foot-and-Mouth Disease and can spread the disease.
