Pursuant to the objectives of section 2(t) of the Electronic Communications Act, 2005 (Act No. 36 of 2005), I, General (Ret) Siphiwe Nyanda, the Minister of Communications hereby issue a notice to increase television licence tariffs as contained in the Schedule, in terms of section 40 of the Broadcasting Act, 1999 (No. 4 of 1999 as amended).

Notice to increase Television Licence Tariffs

 

(1)The mandate of the SABC as a national public broadcaster has become critical to South Africa as a developmental state. The SABC has to deliver on this mandate in harsh economic environment characterized not only by fierce competition and dwindling ad spend. In addition, the Broadcasting Migration policy (2008) has also placed the public broadcaster as a leader in driving South Africa to a digital environment, thus further compounding the already onerous mandate.

 

(2)Instrumental in delivering on this mandate is a strong funding model with a strong attachment to the public and television licence represents this. Despite the rapidly changing broadcasting environment, no tariff increases were implemented since 2004. The broadcasting environment, compounded by current economic climate and additional responsibilities placed on the SABC makes the tariff increases inevitable. This is important to ensure that the public broadcaster delivers on this mandate without any compromise.

 

(3)To this end, the new Television licence fees are hereby adjusted as follows:

(4)Commencement Date

 

The new television licence tariff structure will commence on 1 August 2009.
