An air service operator shall provide initial, recurrent and refresher training and checking as prescribed in Document SA-CATS 135 for any person whose function is essential to safe operations in terms of this Part. Such training shall be given to at least—

(a)flight followers;
(b)ground service personnel as identified in regulation 135.02.8, as applicable; and
(c)any other person the Director determines is required to receive training.
