Funding mechanism for TVET colleges is changed from the current system of "input-funding" to one based on both inputs and outputs. A 90: 10 input-output mix is recommended that up to 10% of the programme subsidy for year n +1 be based on the certificate rate of year n-1 to allow for data collection.
