If, in any hearing before the registrar, a party does not agree with a decision of the registrar, he may, should he consider it necessary for the purpose of appeal, within one month from the decision by the registrar, or such further period as the registrar may on request allow, apply upon Form D17 requiring the registrar to state, in writing, the grounds for his decision and also the facts relied upon in arriving at such a decision.
