Development Bank of Southern Africa Act, 1997 (Act No. 13 of 1997)

All business that is transacted at an extraordinary meeting, shall be deemed to be special business, and all business that is transacted at an ordinary meeting, with the exception of sanctioning a dividend and the annual financial statements shall be deemed to be ordinary business.
