These Directions apply to:
| 4.1 | All public higher education institutions established or declared in terms of the Higher Education Act, 1997 (Act No. 101 of 1997); |
| 4.2 | Private student accommodation providers of public higher education institutions; |
| 4.3 | NSFAS funded students. |
