Directions relating to the Supply of Energy and Petroleum Products and Maintenance and Construction Work for Energy Projects

3.1. These Directions apply to—
(a) all functionaries listed in the Annexure to these Directions, which exercise powers or perform functions relating to the processes and services listed in Table 1, Part D of the Regulations; and
(b) any other party involved in the processes listed in Table 1, Part D of the Regulations.

 

Permissions, rights and permits for activities contemplated in Table 1, Part D of the Regulations

 

3.2. The following activities are, for the purposes of Table 1, Part D, permitted—
(a) "Civil engineering for public works projects" referred to in Table 1, Part D.1 of the Regulations, in so far as it relates to energy, including the following:
(i) Upstream petroleum operations to commence operations in line with the directions issued by the Cabinet member responsible for mineral resources and energy;
(ii) Import of drill rigs from abroad into South African shores;
(iii) Import into the country of rig operators and associated technical skills required for the drilling operations;
(iv) The following conditions apply before the commencement of upstream petroleum operations—
(aa) Development of a COVID-19-ready workplace plan as contained in Annexure E prior to reopening of operations;
(bb) Appropriate measures to protect the health and safety of workers must be implemented in accordance with the directions issued from time to time by the Cabinet member responsible for mineral resources and energy, in consultation with the Cabinet member responsible for health;
(cc) Screening and testing of personnel referred to in subparagraph (a)(iii) upon arrival in the country;
(dd) Quarantining drill operators and all associated personnel for at least 14 days upon arrival in South Africa;
(ee) Provision of quarantine facilities for personnel who have tested positive for COVID-19;
(ff) Data collected during screening and testing must be submitted to the Director-General: Health as stipulated in regulation 8.

 

These Directions come into effect on the date of publication in the Government Gazette.
