(a)The regulations shall apply to broadcasting service licensees who intend to apply for mobile television multiplexes to provide new broadcasting content.
(b)Licensees which intend to simulcast using their existing DTT multiplex, cable or satellite technologies do not have to apply for spectrum on MDTT1 and MDTT2 for the purposes of simulcast.
