"employer"

in relation to any provision of Chapter 4, 5 or 7 which applies to, or is connected with—

(a)	an educator in the service of the Department of Basic Education, means the Director-General;

(b)	an educator in the service of a provincial Department of Basic Education, means the Head of Department;
