plastic explosive

means any explosive in flexible, malleable, elastic or sheet form which is -

a)	a) formulated with one or more high explosives which in their pure form have a vapour pressure of less than 10 4 Pa at a temperature of 25°C;

b)	b) formulated with any binder material; and

c)	c) as a mixture, flexible or malleable at normal room temperature;
