24. Assignment of powers and duties by Minister

A Minister may either generally or in relation to particular property or in any particular case assign to an officer in the service of the State any power or duty conferred or imposed on him by or in terms of this Act, other than a power contemplated in section 23, and in addition an executive committee may assign any such power or duty also to any of its members.
