24. Certain Written Matter to Bear Names of Certain Persons

No person shall publish or issue to the public or circulate any written comment which may influence the value of listed financial instruments, unless such comment is accompanied by  —

(a)the name of the person or persons who compiled the comment, or the name of the person or persons on the editorial staff of a newspaper or periodical who in the opinion of the editor thereof compiled the comment; or
(b)disclosure of the source from which the comment or the information on which it was based, was obtained.
