in relation to any grouped hazardous substance, means any written, pictorial, visual or other descriptive matter or verbal statement, communication, representation or reference--
| a) | appearing in a newspaper or other publication; |
| b) | distributed to members of the public; or |
| c) | brought to the notice of members of the public in any manner, |
and which is intended to promote the sale or encourage the use of such a substance; and "advertise" has a corresponding meaning;
