4. Protest action

(1)Protest action is the partial or complete concerted refusal to work, or the retardation or obstruction of work, for the purpose of promoting or defending the socio-economic interests of workers, but not for a purpose referred to in the definition of strike.2  Protest action is often referred to as a 'protest strike' or a 'socio-economic strike'.

 

(2)The ILO's Freedom of Association Committee has always recognised the right to strike by workers and their organisations as a legitimate and essential means of promoting and defending the economic and social interests of their members and workers in general. 3
