1) | The board shall - |
a) | advise the Minister with regard to- |
i) | matters of policy arising out of or connected with the application of the provisions of this Act; |
ii) | any matter relating to training; |
b) | perform the other functions assigned to it by this Act or the Minister. |
2) | The board may- |
a) | with a view to the performance of its functions, do the research and conduct the investigations which it deems necessary; and |
b) | make rules relating to the calling of, the fixing of a quorum for and the procedure at a meeting of the board, and generally relating to all matters which may be necessary for the effective performance of the functions or the exercising of the powers of the board or, subject to section 6(2), of a committee. |
3) | The board may, for the purposes of the performance of any of its functions, with the approval of the Minister and with the concurrence of the Minister of Finance, enter into any agreement for the performance of a particular act or of particular work or for the rendering of particular services, on such conditions and at such remuneration as may be agreed upon, with anybody who is in the opinion of the board fit to perform such act or work or to render such services. |
4) |
a) | The board shall as soon as possible after 31 December of each year furnish the Minister with a report in respect of its activities during the year ending on that date, and the general state of affairs as regards training in the Republic as at that date. |
b) | The Minister may, if he deems it desirable in the public interest, table such report in Parliament. |
