173. Soliciting seafarers

No person shall within twenty-four hours after the arrival of any ship (wherever registered) at a port in the Republic, or within twenty-four hours before the projected departure therefrom—

(a)solicit a seafarer belonging to the ship to become a lodger at any house; or
(b)take out of the ship any property of a seafarer except under the direction of the seafarer and with the permission of the master.
