(1) | Every candidate for the issue of a certificate or an endorsement shall be assessed at one or more of the following levels: |
(a) | Level 1 assessment is carried out during qualifying service on a ship or during training at an accredited institution, and shall be carried out aboard ship by one or more designated ship's officers and ashore by one or more persons who meet the requirements of regulation 19(1). |
(b) | Level 2 assessment is carried out during qualifying service on a ship or during training at an accredited institution, and shall be carried out by an assessor. |
(c) | Level 3 assessment is carried out by an examiner and an assessor when a candidate presents himself or herself for oral examination. |
(2) | All units of competency that are to be assessed at level 1 or 2 shall be indicated in the training record book issued to a candidate. |
(3) | Only an assessor may sign off a unit of competency in a candidate's training record book when the candidate is considered to be ready for the next level of assessment and has successfully demonstrated competency in the unit as specified in the Code. |
(4) | A candidate who is required to complete more than one level of assessment shall not be assessed at the higher level until he or she has demonstrated competency at the lower level, nor shall such candidate be assessed at level 3 until all the relevant units of competency have been signed off by at the lower levels of assessment by an assessor. |
