(1)
(a) | A person who holds a certificate of competency as fisherman grade 2, 3, or 4 (skipper) may apply for an endorsement entitling him or her to serve in the capacity specified in paragraph (b) on the ships of less than 500GT on near-coastal voyages, specified in paragraph (c). |
(b) | The capacity in which the holder of a certificate referred to in paragraph (a) is entitled to serve is as follows: |
(i) | Fisherman Grade 2—master (coastal); |
(ii) | Fisherman Grade 3—mate (coastal); |
(ii) | Fisherman Grade 4 (Skipper)—skipper (coastal) on ships of less than 100GT, or skipper (port operations) on ships of less than 200GT. |
(c) | The ships referred to in paragraph (a) are— |
(i) | diamond mining vessels; |
(ii) | fishery research and patrol vessels; |
(iii) | pollution patrol and combating vessel; |
(iv) | tugs, dredgers, hoppers and self-propelled floating cranes; and |
(v) | seismic and oceanographic survey vessels. |
(2) | An application contemplated in subregulation (1)(a) shall be accompanied by— |
(a) | documentary proof of the applicant having— |
(i) | passed, at an accredited institution, the theoretical examinations in the subjects naval architecture, business law and personnel management at the levels of master (coastal) for the fisherman grade 2, mate (coastal) for the fisherman grade 3, and skipper (coastal) for the fisherman grade 4 (skipper), respectively; and |
(ii) | been assessed at level 3 in the practical knowledge applicable to the subjects referred to in subparagraph (i) at the relative level appropriate to the endorsement concerned; and |
(b) | the relevant supplementary documents specified in the annex: Provided that, where the candidate produces documentary proof of having successfully completed a fishing course that has been certified by an examiner as equivalent to the course contemplated in the annex, the Registrar shall accept such documentary proof in lieu of the relevant document specified in the annex. |
