(1) | These regulations apply in addition to and not in substitution for the provisions of any other law relating to aviation or ports. |
(2) | Subject to subregulation (3), these regulations apply to— |
(a) | South African ships anywhere, and other ships when in the Republic or its territorial waters; |
(b) | seaplanes registered in the Republic and on the surface of water anywhere, and other seaplanes on the surface of water in the Republic or its territorial waters; and |
(c) | WIG craft registered in the Republic and on or operating above the surface of water anywhere, and other WIG craft on or operating above the surface of water in the Republic or its territorial waters. |
(3) | A provision of these regulations does not apply to a vessel in the waters of another State where the provision is inconsistent with a law of that State that, by its terms, applies to the vessel when in the waters of that State. |
