21. Promotion and establishment of investment entities

The trustees may, having regard to—

(a)the implementation directives issued by the Minister in terms of section 22;
(b) the policies adopted by the government, from time to time, regarding the economic empowerment of historically disadvantaged persons; and
(c) the objects of the Trust as defined in section 3,

establish, promote or facilitate the establishment of companies, trusts, unit trusts, management companies, or other suitable business entities for purposes of engaging in activities or schemes designed to economically empower historically disadvantaged persons.
