In communal lands, permits are issued to the Traditional authorities who keep a list of the tappers in their areas of jurisdiction. These areas are however generally perceived as open access areas and, even though there might be a process of requesting permission to harvest from the Traditional authority, there remains little to no strong resource control in these communal lands. The Traditional authorities who are responsible for managing A. ferox on these lands also have no control over the extent to which the resource is utilized and there is no penalty for people who practice unsustainable harvesting in these areas.
