(1) These Regulations apply uniformly in all provinces of the Republic of South Africa.
| (2) | These Regulations do not apply to— |
| (a) | the export of ferrous and non-ferrous waste and scrap as defined in the Export Control Guidelines on the Exportation of Ferrous and Non-Ferrous Waste and Scrap from the International Trade Administration Commission of South Africa; |
| (b) | offloading of waste generated through normal operation of ships and offshore platforms; |
| (c) | galley waste generated on board ships, vehicles, trains and aircrafts; and |
| (d) | second-hand goods regulated under the Second-Hand Goods Act,2009 (Act No.6 of 2009), except products listed under the National Waste Information Regulations, 2012, published in Government Notice No. R. 625, Government Gazette No. 35583 of 13 August 2012. |
