"contracting authority"
means—
| (a) | the Department; |
| (b) | a province, subject to sections 11(1)(c)(xxvi), 11(6), 11(8), 11(9) and 11(10); and |
| (c) | a municipality, subject to section 11(1)(c)(xxvi), 11(2), 11(8), (9) and 11(10); |
