(1) | A person may not undertake any railway operation or a component of a railway operation without being in possession of an applicable safety permit. |

(2) | The following categories of persons may apply for a safety permit: |
(a) | A network operator; |
(b) | a train operator; |
(c) | a station operator; and |
(d) | any other categories of persons designated as requiring a safety permit by the Minister by notice in the Gazette. |
