(1) | The director may, with the approval of the Council and upon such conditions as the Council may determine, in a written notice which contains sufficient particulars of the matters being delegated and of any conditions attached thereto, delegate any of the powers conferred upon the director by these regulations to a staff member of the Authority. |
(2) | The director may at any time amend or revoke a delegation in terms of subregulation (1), or withdraw any decision made by the delegatee with regard to a delegated matter and decide the matter himself or herself, unless the decision by the delegatee has conferred a right on a third party. |
