20. Rights and obligations of members

20.1Any member who is unable to attend a meeting of the Authority or any committee:
20.1.1may designate any alternate of that member’s constituency on the Authority or that committee, as the case may be, to represent the member at the meeting; and
20.1.2must at least two working days before the meeting give notice that they are unable to attend, to the chairperson.

 

20.2An alternate designated under clause 19.1 1 has the rights and obligations of the member whom that alternate represents.

 

20.3Every member has the right to:
20.3.1be heard on any matter considered at the meeting;
20.3.2take part in the resolution of any matter before the meeting; and
20.3.3have their views on any matter considered at the meeting, recorded in the minutes of the meeting and in any report or recommendation of the meeting.

 

20.4Members of the Authority and committees, may claim compensation for expenses reasonably incurred as determined by the Authority within any limits which have been prescribed, but may not ordinarily claim compensation for time spent attending meetings.
