The Minister must, with the concurrence of the Minister of Finance, out of moneys appropriated by Parliament for that purpose, make available—

(a)a child support grant;
(b)dependency grant;
(c)a foster child grant;
(d)a disability grant;
(e)an older person's grant;
(f)a war veteran’s grant;
(g)a grant-in-aid; and
(h)social relief of distress
