| (1) | The work relating to the functions of the Company is performed by— |
| (a) | persons transferred to the Company as provided for in section 7(c); and |
| (b) | such persons as the chief executive officer may, with the concurrence of the Board, appoint. |

| (2) | The Board must determine the structure or organogram of the Company and the conditions of service, remuneration and service benefits of the personnel of the Company after consultation with the chief executive officer and with the concurrence of the Minister and the Minister of Finance. |
