22. Registration of students

22.1Subject to the provisions of regulation 22.3 every person who is enrolled at a university or other educational institution in the Republic as a student for a degree, diploma or certificate referred to in regulation 19, 20 or 21, shall make his application for registration in terms of the Act on a form which is obtainable from the registrar for this purpose.

 

22.2Such application shall—
22.2.1in the case of a person who is already thus enrolled as a student for a degree, diploma or certificate referred to in regulation 19 or 20 on the date of commencement of the Act, be lodged with the registrar within 90 days of such date of commencement;
22.2.2in the case of a student who, on the date of publication of a notice in terms of section 21 of the Act, is already enrolled for a degree, diploma or certificate referred to in regulation 21, be lodged with the registrar within 90 days of the date of such publication;
22.2.3otherwise be lodged with the registrar before 1 June of the year in which the person concerned is thus enrolled for the first time as a student; and
22.2.4be accompanied by—
22.2.4.1a certified copy of a certificate of birth or similar evidence of the age and correct names of the student concerned;
22.2.4.2a certified copy of the matriculation certificate or certificate of exemption which has been issued to the student concerned in terms of section 15 of the Universities Act, 1955 (Act No. 61 of 1955), by the Joint Matriculation Board referred to in that Act;
22.2.4.3documentary evidence by a university or other educational institution referred to in regulation 19, 20 or 21 to confirm the enrolment of the student concerned there for a degree, diploma or certificate referred to in that regulation; and
22.2.4.4the application fee specified in paragraph 1 of Table 1.

 

22.3The provisions of this regulation shall not apply to a student who is already registered or deemed to be registered in terms of the Act to practise a veterinary profession or a para-veterinary profession.

 

22.4 Registration as a student for a prescribed qualification is subject to the following conditions:
22.4.1a student may only do such practical training by rendering certain services as may be formally required by the training institution during the course of his or her studies, whether for remuneration or not;
22.4.2a student may only perform such practical training under the direct and continuous supervision (in the same room or standing next to) of a person registered with council to practice the relevant profession;
22.4.3a student must comply with the rules pertaining to the relevant profession, should any services in training be rendered pertaining to that specific profession;
22.4.4the student does not hold himself or herself out to be a qualified veterinary or para-veterinary professional, as the case may be;
22.4.5should a student be found guilty of unprofessional conduct in terms of regulation 22.4, that student may be denied registration as a veterinary or para-veterinary professional, as the case may be, once the student obtained a prescribed qualification.
