3. Administration

3.1The Department is responsible for the administration of the Scheme and its funds and the Director-General shall be the accounting officer of the Scheme.

 

3.2The Director-General shall perform the following functions:
3.2.1provide the necessary human resources and technology to manage the Scheme;
3.2.2approve and release payments to those awarded compensation by the adjudication panel or appeal panel, as the case may be; and
3.2.3advise the Minister on any matter concerning compensation for persons who suffer from a vaccine injury.

 

3.3The Director-General may,subject to such conditions as he or she may determine, delegate any of his or her powers or assign any of his or her duties, in writing, to an officer in the department , and may at any time cancel any such delegation or assignment.

 

3.4A delegation or assignment under paragraph 3.3—
3.4.1shall not divest the Director-General of the power delegated or duty assigned, and he or she may at any time amend or set aside any decision made thereunder; and
3.4.2shall not prevent the exercise of the power or the performance of the duty concerned by the Director-General himself or herself.
