4. Financial management and oversight

4.1The Scheme shall, subject to the provisions of the Regulations and these Directions, be under the control of the Director-General and its moneys shall be applied by the Director-General to:
4.1.1the payment of compensation for vaccine injuries, as defined;
4.1.2the payment of expenses incurred in or in connection with the performance of his functions in terms of paragraph 3.2;
4.1.3the payment of any other expenditure reasonably incurred by the Director-General in the performance of his or her functions in terms of the Regulations.

 

4.2The Director-General shall receive all funds appropriated to, received by or donated to the Scheme and shall be charged with the responsibility of accounting for all money received and utilised.

 

4.3The Audit Committee of the Department must oversee the internal audit of the Scheme.

 

4.4The Scheme will be audited by the Auditor-General of South Africa as part of the audit of the Department.
