| (1) | The Conventions contained in Schedules 1 and 2 are hereby enacted into law in the Republic. |
| (2) |
| (a) | Subject to paragraph (b), the Minister may from time to time by notice in the Gazette amend Schedules 1 and 2 to reflect any changes made to the Conventions by the International Maritime Organisation or the International Civil Aviation Organisation, as the case may be. |
| (b) | The Minister may only amend Schedules 1 and 2 if the changes made by the two Organisations are binding on the Republic in terms of section 231 (2) of the Constitution or are self-executing as contemplated in section 231(4) of the Constitution. |
